For a complaint to count as whistleblowing, it has to relate to irregularities where there is a public interest. Examples are violations of laws and regulations, corruption, bribery, financial crimes, misuse of funds, and serious harassment. Violations of EU laws and regulations on issues like public procurement, product safety, and the environment are also covered.
If your complaint solely relates to your personal work situation (like your salary), it usually doesn't constitute a whistleblowing case. In that case, you should file your complaint via another channel.
